Can anyone explain this bible quote?

Well I think it means what you think it means, it's pretty straightforward. As for why so many Christian women ignore it, well they either just consciously choose to ignore it and deem it as not that important or they have not read the Bible fully or have forgotten about that passage?? Maybe?
